BioA doctor slapped Carlos on the ass when he was born, and he's still in recovery. It's been a while since the incident in Bogota, Colombia. In the meantime, he's spent his life traversing the United States figuring out how to be a superhero (48 states so far!). Mostly, it hasn't been a problem, what with secret identities and the discovery of mutant powers as a child, which made puberty a bitch, though. Superheroes are supposed to regularly save the world (and the occasional lost puppy), and so far that little item remains unchecked on his 'to do' list. Every morning, his Palm Pilot beeps to remind him, though. About saving the world, that is; the lost puppy, not so much.
Most days he toils in Santa Cruz, Calif., on behalf of national and community service, having gained some notoriety for his tenure as a humorless federal bureaucrat and technologist who pontificated on the topic on listservs and at conferences. An alien abduction would be welcome at any time, by the way.
